NHS Continuing Healthcare and NHS Funded Nursing Care

Who is eligible for NHS continuing healthcare?

To be eligible for NHS continuing healthcare you must be over 18 and have a complex medical condition and substantial and ongoing care needs. You must have a 'primary health need', which means that your main or primary need for care must relate to your health.

Eligibility for NHS continuing healthcare does not depend on:

- A specific health condition, illness or diagnosis

- Who provides the care, or

- Where the care is provided

If you have a disability, or if you've been diagnosed with a long-term illness or condition, this doesn't necessarily mean that you 'll be eligible for NHS continuing healthcare.

NHS Funded Nursing Care

The NHS is responsible for any care that must be provided by a Registered Nurse. Patients who are identified by the multi-disciplinary team as not being eligible for 100% NHS funded care but are receiving care in a care home with nursing may be eligible for a contribution towards their assessed registered nursing input, known as NHS Funded Nursing Care. It is necessary to determine someone’s need for care from a registered nurse when decisions on placement are being made or who are deemed not to meet the criteria for 100% Continuing Healthcare funding following their review. In these instances, NHS contributions are made directly to the care home by the Clinical Commissioning Group in the area where the home is situated.

Personal Health Budgets (PHB)

All adults receiving continuing healthcare (CHC) or children receiving continuing care (CCG) from Luton Clinical Commissioning Group are now entitled to ask to receive this funding in the form of a Personal health Budget (PHB) from 1st April 2014 and the right to have a PHB considered from 1st October 2014.

PHBs work in a similar way to the personal budgets many people already use to manage and pay their own personal care.
